Grant Overview

The Services * Training * Officers * Prosecutors (STOP) Violence Against Women Formula Grant Program supports communities in their efforts to develop and strengthen effective responses to domestic violence, dating violence, sexual assault, and stalking.

Federal Purpose Areas

Pursuant to 34 U.S.C. 10441(b), funds under this program must be used for one or more of the following purposes:

  • Training law enforcement officers, judges, other court personnel, and prosecutors to more effectively identify and respond to violent crimes against women

State Priority Areas

As stated in the approved FY 2022-2025 CNMI Implementation Plan, STOP funds will be specifically used for the following:

  1. Personnel for Victim Services — The CNMI will allocate funds for the salaries, wages and benefits of social workers/case workers, shelter/center personnel, victim/witness advocacy and/or managers/assistants, domestic violence/sexual assault prosecutor(s) and/or counselor(s). All personnel funded under the STOP VAWA funding will help to increase response to victims in need.
  2. Training and Technical Assistance — As established through Public Law 12-19 and as stated in the STOP VAWA statutory purpose areas, the CNMI will allocate funds for training law enforcement officers, judges, court personnel, prosecutors, and victim service providers in the areas of violent crimes against women, including crimes of domestic violence, sexual assault, stalking, and dating violence. In the event that hosting a training in the CNMI is presented, funds may also be allocated to pay for consulting/training fees (upon prior approval by OVW), inclusive of airfare and venue fees to hold the training.
  3. Administrative and Operational Costs — The CNMI will allocate funds for operational costs essential for program operations including but not limited to equipment, printing, office supplies, and communication costs.

Eligible Applicants

The STOP Formula Grant Program is intended for use by state and local courts; units of local government; and non-profit, non-governmental victim service programs with ITS 501(c)(3) status, including faith-based organizations.

Allowable Costs Include

  • Personnel providing eligible services
  • Operating costs associated with eligible services
  • Eligible services skills training
  • Well-justified travel
  • Professional services/consultants providing eligible services
  • Indirect costs
  • Supplies
  • Equipment

Unallowable Costs Include

  • Purchasing of vehicles
  • Immigration fees for battered immigrant women
  • Counseling (therapy) fees for victims of sexual assault
  • Gift/grocery cards (approval needed under certain circumstances)
  • Construction or physical modification to buildings
  • Installation/repair of any building or item
  • Standard issued law enforcement items such as uniforms, safety vests, shields, weapons, etc.
  • Substance abuse counseling for victims
